Can I Get A Grant For Underfloor Insulation?

Most government grants for underfloor insulation are open to homeowners and private tenants (who will need to encourage their landlord to apply for the grant).

Great British Insulation Scheme Guidance

The Great British Insulation Scheme replaced ECO+ and began in summer 2023, and is expected to last until March 2026. With £1 billion in funding on offer to support 300,000 British homes, there’s a good chance you could be one of those to benefit from floor insulation grants, especially if you’re living in a low energy efficient home with a poor Energy Performance Certificate (EPC) rating. But there’s more criteria than just that…

How Do I Qualify For Support Under The Great British Insulation Scheme?

To qualify for the Great British Insulation Scheme, you’ll need to:

  • Be living in a home with an EPC rating of D or below, AND
  • Be living in council tax band A-D in England, A-E in Scotland and Wales

 

OR

 

  • Be receiving means tested benefits, AND
  • Be living in a home with an EPC rating of D or below

 

The aim of the scheme is to target support towards the least energy efficient homes in Great Britain to help those living in them with spiralling energy bills and to control the carbon emissions being created by those energy inefficient properties.

ECO4 Under Floor Insulation Grant Guidance

Energy Company Obligation (ECO4) is another of the government grants for underfloor insulation, and it also targets the least energy efficient homes and households with the lowest incomes. The ECO scheme has been running since April 2022 until the end of March 2026, and it offers £4 billion in funding.

In order to be eligible for ECO4 grant support, you will need:

  • To be in receipt of government benefits OR someone in your household/a tenant is (a list of benefits that qualify is below)
  • To have an EPC rating of D-G
  • To be in receipt of Child Benefits AND have a household income below a certain amount (more below)
  • Income-Based Jobseekers Allowance
  • Income-Related Employment & Support Allowance
  • Income Support
  • Pension Credit Guarantee 
  • Working Tax Credit
  • Child Tax Credits 
  • Universal Credit
  • Housing Benefit
  • Pension Credit Savings

For single-parent households:

  • 1 child: £19,800
  • 2 children: £24,600
  • 3 children: £29,400
  • 4+ children: £34,200

 

For two-parent households:

  • 1 child: £27,300
  • 2 children: £32,100
  • 3 children: £36,900
  • 4+ children: £41,700

LA Flex Underfloor Insulation Guidance

If you don’t qualify for ECO4 or the Great British Insulation Scheme, then the good news is you may still qualify for LA Flex support for your underfloor insulation, or even other energy saving measures, such as cavity wall insulation or loft insulation.

LA Flex (Local Authority Flexible Eligibility Scheme) is similar to ECO4 in that it targets energy inefficient homes and households with low income, but there is greater flexibility in the eligibility criteria, so local authorities and councils can better target houses in their areas that need the support to help them reduce heat loss and boost their annual energy savings.

Am I Eligible For Support Under LA Flex?

As we said above, LA Flex gives councils and local authorities the power to extend their eligibility criteria to better target those that need it. As such, you may need to check with your council or local authority to see if you qualify, but there is some general guidance for councils and local authorities, so if you meet the following criteria, you’ll likely qualify for the grant:

  • Have an annual household income of less than £31,000, OR
  • Have health problems that may be worsened by living in an energy inefficient home such as cardiovascular problems, mobility issues, respiratory issues, or immune-suppressed conditions, OR
  • You meet two of the following criteria whilst living in a home with an energy rating of E, F, or G:
    • House in LSOA 1-3 Area (recognised as an area of deprivation in the UK)
    • Householder receives Council Tax rebates due to low income 
    • Householder is considered vulnerable to living in a cold home according to nationally recognised NICE guidance
    • You have been referred to LA Flex by the Local Authority Delivery (LAD) Scheme due to being vulnerable and in a low income household
    • Members of the household are in receipt of free school meals
    • Citizens Advice, your energy supplier, or your mortgage lender has advised you to seek help from government schemes due to sustained debt on mortgage payments or utility bills

0% VAT On Underfloor Insulation

It’s also worth noting that underfloor insulation is cheaper than ever, and you don’t necessarily have to apply to government grants for underfloor insulation to benefit. The UK government has placed a 0% VAT level on all Energy Saving Materials in the UK – and underfloor insulation is part of that.

This will last until the end of March 2027, and there are no restrictions. It’s simply applied to all underfloor insulation products until then, meaning you’re already saving money without underfloor insulation grants (but extra savings is nice, too, right?).
