Great British Insulation Scheme Explained

The Great British Insulation Scheme (GBIS), formerly known as ECO+, started in March 2023, and will last until March 2026, with a total of £1 billion in funding, meaning there are plenty of grants on their way to help with loft insulation and other types of insulation.

The Purpose Of The Scheme

The aim of the Great British Insulation Scheme is to insulate the least energy efficient homes in Great Britain to help control energy bills, reduce carbon emissions, and support the lowest income households with a more comfortable home. 

It will help more people than ever who are low income households living in low council tax bands with energy inefficient homes, supporting the most vulnerable people. The scheme works by obligating the largest energy suppliers in the UK to support these more vulnerable households to control heating bills in their homes. 

Eligibility Criteria

In order to qualify for a home insulation grant under the GBIS, you’ll need to be:

  • Living in a home with an Energy Performance Certificate (EPC) rating of D-G, AND
  • Living in a council tax band A-D in England, A-E in Scotland and Wales



  • Be receiving means tested benefits AND
  • Have an EPC rating of D or below

If you meet this criteria, then you might be eligible for the grant to have loft insulation installed.

What Type Of Insulation Does The Scheme Cover?

How Much Money Can Be Saved With The Great British Insulation Scheme?

Considering the scheme targets the most energy inefficient homes in Great Britain, which often have the highest energy bills due to heat loss throughout colder months, the savings you can make are significant. The UK government estimates savings of between £300 and £400 per year in energy bill savings alone, while Energy Saving Trust estimates suggest that a previously uninsulated detached house having loft insulation installed could save around £445 annually on energy bills.

The amount of money you’ll receive for the grant will be decided on a case by case basis, so some households may have to pay a little towards the cost of insulating their homes, and others may get free insulation. Whether it is a loft insulation grant, cavity wall insulation grant, or some other insulation type, there is grant funding available to improve energy efficiency of homes and bring long-term savings on heating bills.

Loft Insulation Grants under the ECO4 Scheme

ECO4 was first introduced in April 2022 to replace the old ECO3 scheme. It introduces new eligibility criteria and expands the number of households the scheme will be able to help. 

The Purpose Of ECO4

ECO4 targets the lowest income households in the poorest-performing homes for energy efficiency in the UK, by offering eco home improvements to control their energy bills, improve their energy ratings, and reduce the carbon emissions these energy inefficient homes produce each year. This scheme covers a range of home improvements such as solar panels, but insulation can be covered as part of the scheme, too. 

This means those living in the worst performing houses with the lowest incomes can enjoy the benefits of insulating their home with no (to very small) upfront costs. In total, the UK government has allocated £4 billion to the project which will end in March 2026 and support thousands of UK homes.

Eligibility Criteria

As this scheme aims to support low income households in energy inefficient homes, you’ll need to meet certain criteria in order to be able to apply for the grant to cover the cost of installing your insulation. If you meet these requirements, then you may be eligible for the scheme:

  • You’re in receipt of government benefits OR someone in your household/a tenant is (a list of applicable benefits can be found below)
  • You have an inefficient heating system with a D-G energy efficiency rating
  • You receive child benefit AND your household income falls below a specific threshold (more on this below)

What If I'm Not Eligible For ECO4?

If you’re a low income household but you don’t meet the other criteria for ECO4, or GBIS for that matter, then you may still be eligible for insulation grant funding under the LA Flex scheme, which widens out the eligibility criteria and hands control to local authorities and councils that can decide if an insulation grant is right for you…

Child Benefit Household Income Thresholds

So long as you’re in receipt of child benefit and have a total annual household income less than the numbers shown below you should be eligible for insulation funding: 

For single-parent households:

  • 1 child: £19,800
  • 2 children: £24,600
  • 3 children: £29,400
  • 4+ children: £34,200


For two-parent households:

  • 1 child: £27,300
  • 2 children: £32,100
  • 3 children: £36,900
  • 4+ children: £41,700

How Much Can A Household Save On Energy Bills Per Year With ECO4 Funded Insulation?

The amount you’ll save on your energy bills each year will depend on how energy inefficient your home was to begin with and how well the new insulation keeps heat in your home. In many instances funding will be used to install loft insulation but could be used for other types such as installing external wall insulation, internal solid wall insulation, or cavity walls. Still, you could typically experience an annual saving of between £240 and £445 per year on energy bills with an ECO4 loft insulation grant (based on Energy Saving Trust estimates and fuel prices as of January 2024).

LA Flex Scheme For Loft Insulation

The Local Authority Flexible Eligibility (LA Flex) Scheme is basically just a part of the ECO4 scheme more broadly, but instead it gives councils and local authorities a lot more control over who they give insulation grants to. If you don’t meet the ECO4 criteria, your council or local authority can extend their criteria to help more households in their local area. 

Of course, they don’t just extend the criteria to everybody, but the LA Flex scheme certainly has the power to help more households. But just like ECO4, its aim is to help the most vulnerable in society living in fuel poverty with low incomes and energy inefficient homes, so it’s still targeting the same sort of households, but with more flexible eligibility criteria.

Eligibility Criteria

Unlike ECO4, you don’t need to be receiving benefits to be considered, but you do need to meet the eligibility criteria below, and you must also be living in an energy inefficient home: 

  • Have an annual household income of less than £31,000, OR
  • Have health problems that may be worsened by living in an energy inefficient home such as cardiovascular problems, mobility issues, respiratory issues, or immune-suppressed conditions, OR
  • You meet two of the following criteria whilst living in a home with an energy rating of E, F, or G:
  • House in LSOA 1-3 Area (recognised as an area of deprivation in the UK)
  • Householder receives Council Tax rebates due to low income 
  • Householder is considered vulnerable to living in a cold home according to nationally recognised NICE guidance
  • You have been referred to LA Flex by the Local Authority Delivery (LAD) Scheme due to being vulnerable and in a low income household
  • Members of the household are in receipt of free school meals
  • Citizens Advice, your energy supplier, or your mortgage lender has advised you to seek help from government schemes due to sustained debt on mortgage payments or utility bills 

Please note: Some councils and local authorities set their own LA Flex rules, so be sure to check with them to see if additional eligibility criteria makes you eligible, even if the list above doesn’t apply to you.

How To Benefit From 0% VAT Insulation

It’s cheaper than ever to have insulation installed at home thanks to the UK government’s 0% VAT on all Energy Saving Materials in the UK – including insulation. This began in April 2022 and runs until the end of March 2027.

With 0% VAT, you’ll save significantly on the cost of insulation, making now a great time to upgrade, and with the support of government grants that’ll stretch even further, it makes sense to enquire today. It’s not just insulation for your loft or roof space that is relevant here, as there are many other insulation types that the 0% VAT rate is applicable to.

Eligibility Criteria

The good news is, if you’re buying a qualifying Energy Saving product, such as insulation, then the 0% VAT is already automatically applied. You don’t need to do anything or apply through a government insulation grant scheme. Just remember to act before March 2027 to enjoy the extra savings!
