What Is The LAD Scheme?

Eco home improvement grants aren’t always easy to come by, and even when you do your research, all the different terms, grants, and schemes can leave you scratching your head. And one of the terms you’ll have seen is the LAD Scheme. LAD Scheme solar panels, LAD Scheme heat pumps, LAD Scheme insulation – you’ll have seen them all. But what exactly is the LAD Scheme?

LAD Scheme Explained

The Local Authority Delivery Scheme (LAD) was launched in August 2020 as part of the wider Green Homes Grant Scheme, and it aims to provide £500 million worth of grants to local authorities and councils to provide eco home improvements to low income households with an energy efficiency rating of between E and G.

What Eco Home Improvements Does The LAD Scheme Cover?

The LAD Scheme aims to deliver eco home improvements, across two broader categories: renewable heat and home insulation. Within this, any of the following can be covered by the grants offered under the LAD Scheme:

LAD Scheme Phases Explained

Considering over £500 million worth of grants are on offer, the scheme has been split into multiple phases, with different plans for each phase to ensure that councils and local authorities are able to target homes effectively over the course of the scheme. 

Some of these phases are complete, others have their applications closed but have not yet been fully delivered, and other phases have merged with new schemes to improve delivery. The point is, the LAD Scheme is changing frequently, so keep up to date on the Government website here

 

Phase 1A 

During this first phase of the LAD Scheme, £74 million was allocated to 55 projects which aimed to upgrade the energy efficiency rating of low income households across over 100 local authorities in England. 

This was allocated in 2020, and work was completed by August 2021. 

 

Phase 1B 

Following on from the success of Phase 1A, £126 million of funding was given to 81 projects. The bid process was handled by a lead local authority on behalf of other geographically related local authorities and money was awarded across multiple areas. 

This was allocated in January 2021, and all work was completed by 30 April 2022. 

 

Phase 2 

In this phase, £500 million was allocated to 5 Local Net Zero Hubs in England to improve the energy efficiency of low income households, reduce fuel poverty, phase out high carbon fossil fuel heating systems, and move towards the UK’s commitment to Net Zero by 2050. 

The 5 Local Net Zero Hubs are:

  • North East
  • North West 
  • Midlands
  • South East
  • South West

 

So far, only £300 million has been delivered to the Hubs as follows:

Whether more funding is to come remains to be seen, but if you live in an energy inefficient home with a household income of less than £30,000 per year, then it may be worth checking back on the progress of the LAD Scheme from time to time, to see if your area may be receiving funding soon. And if it is, you may just qualify.

Phase 3

Phase 3 of the LAD Scheme was mixed into ‘The Sustainable Warmth Competition’, combining the LAD Scheme (Phase 3) and the Home Upgrade Grant (Phase 1). LAD Phase 3 delivered £280 million to support low-income households heated by mains gas. 

Projects started in early 2022 and completed in March 2023.

LAD Scheme Summary

Although the LAD Scheme concerns councils and local authorities in terms of the application process, it’s low income households in energy inefficient homes that benefit. So it really does concern everyone.
