What Is The LA Flex Scheme?

The Local Authority Flexible Eligibility Scheme (LA Flex) is part of the broader ECO4 scheme, so it has similar targets. 

Essentially, the aim is to help low income households living in energy inefficient homes to lower their carbon emissions with a better functioning energy system that can also bring down energy bills and make their homes more comfortable to live in.

How Do LA Flex And ECO4 Differ?

It’s a fair question: If LA Flex and ECO4 operate under the same umbrella, then what’s the difference? 

Well, it all comes down to eligibility, and who ultimately makes the call about whether a household qualifies for the grant for their eco home improvements or not.

With LA Flex, the power lies with the council or your local authority. If they decide that your household is in need of the grant, despite not meeting ECO4’s usual eligibility criteria, then they have the power, under LA Flex, to provide you with that grant anyway. 

Of course, there is a list of general eligibility criteria for LA Flex, too, that focuses around different factors such as: health, age, location, and household income. Eligibility Criteria Of LA Flex

For now, most LA Flex schemes will follow a similar list to this to determine which households might qualify for the grant whilst ALSO living in an energy inefficient home:

  • You have an annual household income less than £31,000, OR
  • You suffer from health problems that may be worsened by an energy inefficient home, OR
  • You meet two of the following criteria whilst living in an energy inefficient home with a rating of E, F, or G
    • Your house is in an area of deprivation in the UK as recognised by LSOA, in areas 1-3 
    • You receive council tax rebates due to low income
    • You’re considered vulnerable to living in a cold home according to NICE guidance
    • You are referred by the Local Authority Delivery Scheme (LAD) due to being vulnerable and a low income household
    • Members of the household receive free school meals 
    • Citizens Advice, your energy supplier, or your mortgage lender referred you due to sustained debt with mortgage payments or utility bills
