The Welsh Government has enabled several schemes that offer both grants and loans toward insulation installations.

The government is aiming to push the UK towards a greener future. This means many energy options are switching from fossil fuels to greener or renewable energy options, as well as more efficient use of energy. The latter is achievable with efficient home insulation which brings many benefits including:

  • Save money – When you increase heating efficiency in the home through insulation, you keep heat trapped in the home rather than letting it escape. This makes your home warmer for less, and the heat will be more consistent, saving you hundreds annually.

     

  • Pays for itself long-term – Through the money you will save, you will eventually save the full cost of your insulation installation. In many cases the grant will cover the full cost of your installation so your insulation may end up costing you nothing at all!

     

  • Heightened living standard – By improving your insulation, you improve the warmth of your home, making it consistently comfortable without having to keep your heat on for overly long periods.

What Insulation Schemes Are Available in Wales?

Many insulation schemes exist in Wales. However, it’s important to understand that it’s not just insulation, but rather an entire set of home improvement options such as solar panels, heat pumps etc. 

The following schemes in Wales offer grants/loans towards Insulation measures:

Nest Scheme

The Nest scheme was put into action in 2011 by the Welsh Government and is still ongoing. It’s designed to target low-income homes that cannot afford the cost of their energy efficiency methods.

  • A homeowner or private tenant in Wales.
  • Your property must score low on an EPC test. 
  • Applicants should be able to demonstrate a low income, receipt of benefits, or live with someone who has a chronic respiratory, circulatory or mental health condition(s).

ECO4

ECO4 is a government energy efficiency scheme that is designed to reduce carbon emissions and tackle fuel poverty. It was implemented in April 2022, and it is expected to run until its end in March 2026. It strictly provides grants.

Eligibility for this scheme is as follows: 

  • Homeowners – You must be a homeowner or private tenant. 
  • Receipt of benefit – You must be in means-tested benefit programmes, such as:
    • Child Tax Credit
    • Working Tax Credit
    • Universal Credit
    • Pension Guarantee Credit
    • Pension Savings Credit
    • Income Support
    • Income-based Jobseeker’s Allowance (JSA)
    • Income-related Employment and Support Allowance (ESA)
    • Child Benefit
    • Housing Benefit
  • Energy Certificate – Tenants in social housing are eligible if their home has an energy efficiency rating of E, F, or G.
Qualifying benefits for ECO4

Great British Insulation Scheme

GBIS is a government energy efficiency scheme that has just been launched in April 2023. It is intended to run until March 2026 and is an offshoot of ECO with the intention of focusing solely on insulation measures. It provides grants to eligible households.

Insulation Grants Wales - FAQs

Yes. One of the things that we will arrange for either a cavity, loft, roof or solid wall insulation measure is a survey beforehand. This is to determine where in your house energy measures would be best employed for the maximum amount of heat retained/carbon eliminated. 

Yes, generally, you should be eligible. That being said, you will need the permission of your landlord to get the insulation work done. On top of that, if your wall is shared between properties, you may also need permission from adjacent properties. 

Any grants for insulation are free and do not have to be paid. In many instances, such as with loft insulation, the grant will often cover the full cost of the installation. For some other types of insulation which are more expensive, such as cavity wall insulation, the grant may only cover part of the installation, in which case you will be required to make a financial contribution to the costs.

Essentially, the Welsh Government has declared that if you spend more than 10% of your household income to achieve satisfactory heating levels, then you’re considered in a state of fuel poverty. If it reaches 20% and above, you are in severe fuel poverty. 

Yes. Various schemes in Wales running have government benefit qualification criteria or minimum income levels or similar. ECO4 funding, for example, is available to those who receive specified government benefits, but also has some flexibility that allows for those who have a low level of income (but do not receive benefits) to be eligible for funding.
