What Is A PIP Free Boiler?

PIP, or Personal Independence Payment, is a government benefit designed to support those living with a long term physical or mental health condition or disability. It can support in two ways: 

  • Daily living – helping those who need additional support for everyday tasks 
  • Mobility – helping those who need support getting around 

 

The financial support is vital for those who qualify for PIP, and the amount they’ll receive will be based on how difficult they find getting around and everyday tasks, offering an appropriate level of support to each individual. 

But what is a PIP free boiler?

Well, under ECO3, PIP was a qualifying benefit for support for a new eco home improvement measure – including free boilers. So, it was possible to receive a free boiler upgrade under ECO3 if you were receiving PIP. But ECO3 has now come to an end, and ECO4 is the latest iteration of the scheme…

Can I Still Get A PIP Free Boiler Under ECO4?

The ECO4 Scheme changed tact slightly when taking over from its predecessor. Rather than focussing on specific government benefits as ECO3 did, the focus shifted more towards households with poor Energy Performance Certificate (EPC) ratings, and for those with low incomes (usually seen as a combined household income of below £31,000 per year).

As such, PIP was removed as a qualifying benefit, as people who receive PIP support can do so regardless of their savings, whether or not they’re working, and how much money they earn per year.

How Can I Get A Free Boiler?

A free boiler replacement is only likely under 2 key schemes, with ECO4 included:

  • ECO4 
  • LA Flex

 

Whilst both schemes do not include PIP as a qualifying government benefit, you can still qualify for support so long as you don’t just receive PIP – and in many cases you’ll receive additional benefits.

Does ECO4 Offer Free Boiler Support?

Although you won’t receive a free boiler with PIP alone under ECO4, you might be able to qualify using a different path.

ECO4 Eligibility

To qualify for support you’ll need to meet one of the following criteria:

  • Receive specific government benefits OR someone in your household/a tenant does (see below for a full list of relevant government benefits)
  • Have an EPC rating of D-G
  • Receive child benefit AND your household income is below a specific threshold (more below)

Full List Of Relevant Government Benefits

  • Income-Based Jobseekers Allowance
  • Income-Related Employment & Support Allowance
  • Income Support
  • Pension Credit Guarantee 
  • Working Tax Credit
  • Child Tax Credits 
  • Universal Credit
  • Housing Benefit
  • Pension Credit Savings

 

Now you’ll notice that there are no disability-specific benefits listed, meaning a free boiler with just PIP isn’t possible. With that said, it’s highly likely that if you’re in receipt of PIP support, then you’ll possibly be in receipt of a different qualifying benefit instead – Universal Credit or Housing Benefit, for example.

Child Benefit Household Income Thresholds

You might also be in receipt of child benefit whilst being on PIP, but receiving child benefit alone isn’t enough. You’ll also need a household income below the following amounts:

I Still Don’t Qualify For ECO4 - Now What?

So you can’t get a PIP free boiler AND none of the other eligibility criteria apply to you? But you still think you’re entitled to support for a free boiler replacement? Well you just might be, under LA Flex.

Can I Get A Free Boiler With LA Flex?

No, PIP alone for a free boiler still won’t be possible even with LA Flex, but you might meet some of the other eligibility criteria of the scheme.

The wonderful thing about LA Flex is that it offers similar levels of support to ECO4, so you can still qualify for a free boiler replacement under the scheme. But even better, the eligibility criteria is a lot more flexible and allows Local Authorities and councils to target support better to those who need it. 

Although each LA and council can choose their own eligibility criteria, they largely follow the same ones. 

LA Flex Eligibility

Having an annual household income below £31,000, an EPC rating below D and being a homeowner or private tenant is a good start. But if you meet two of the following criteria, then you might also qualify:

  • You have respiratory, cardiovascular, mobility, or immune-suppressed conditions that could be worsened by living in an energy inefficient home
  • Your house is in LSOA 1-3 Area (an area of deprivation in the UK)
  • You receive council tax rebates due to having a lower income 
  • You’re considered vulnerable to living in a cold home according to NICE guidelines
  • You’ve been referred to LA Flex by the LAD Scheme due to vulnerabilities and living in a low income household
  • You’ve been referred to LA Flex by Citizens Advice, your energy supplier, or your mortgage lender due to debt on mortgage payments and/or utility bills
  • Members of the household receive free school meals 

 

As you can see, there are different criteria between ECO4 and LA Flex, and under LA Flex you might be more likely to qualify for support for a free boiler. If you receive PIP, then it’s possible two of the above criteria will be relevant to you too.

Whilst a free boiler with PIP is no longer possible in the traditional sense, you could still qualify for support for a free boiler whilst being on PIP – you’d just need to qualify in a different way.
